I too have the same issue , pretty much followed the  instructions to the letter.

 

Some of the screenshots look precisely the same. The only thing different i am trying to do is to access FTP from outside on port 21 , i’m not trying to port redirect to different port numbers.

 

I also have upgraded to v189

 

The firmware is seriously clunky .. but any tips would be greatly appreciated… and i dont want to put the server in the DMZ just to get to the FTP port.
